Neves had been linked with a move to Newcastle following the lengthy suspension of midfielder Sandro Tonali. The Magpies, with their Saudi connections, could have explored the possibility of bringing in players from the Middle East, with Neves being a prime example.
When questioned about the potential impact of the new rules, Newcastle manager Eddie Howe declined to provide specific details but suggested that reporters could assume his side would challenge the changes. Howe, who has faced numerous inquiries about off-the-field matters since taking over as manager, appears prepared for such discussions.

Ruben Neves, the former Wolves midfielder, had a significant impact at Molineux, making 253 appearances, scoring 30 goals, and providing 13 assists during his time at the club.
