The 19-year-old joined City in the summer but has only played seven minutes of Premier League football. His one appearance for Steve Cooper came in a Carabao Cup defeat to Burnley.
He is highly regarded by Chelsea, who are poised to re-sign him in the new year, according to the Standard. The Blues can terminate the loan arrangement if Santos fails to make a set number of appearances by January.
If Santos does leave Forest, his next move will be hampered by rules. According to new FIFA regulations, teams can only have seven players on abroad loans at any given time.
Chelsea have already hit that figure, so Santos’ next move would have to be in English football. It is unknown whether there is any Premier League interest at this time.
FC Porto of Portugal is one team believed to be interested, but if a deal were to go through, Chelsea would have to cancel one of their current overseas loans and may incur financial penalties.
